The carpentry building is located just beside Denny, serving as a warehouse-styled workshop with a number of workbenches, as well as shelves for storage of its numerous tools, located on the H5 region of Ensō. The marshy surroundings have been thickened into ground that can be treaded safely.
Seeing as Tim more or less supplied this place with its tools out of his own stock of accrued stories, he's a bit more careful with who makes use of what, and wants to ensure that things aren't being broken or misused. His only real rule is YOU BREAK IT, YOU BUY IT: if you break any of these tools, you'd better be prepared to replace them with your own supply of stories. You're fine to take them out of the building and use them wherever, provided you make sure to return them afterwards.
It's possible that people who consistently make a nuisance of themselves may face hostility upon attempting re-entry, or turned away outright. Aside from that, there are no real restrictions - pets and companions can come and go as they please, provided they don't set anything on fire as they do so.
